Every November, a few dozen troupes get to stand on a stage on the Mahanadi riverbed and perform to an audience measured in lakhs. Nobody sells them that slot. They apply for it, in writing, months in advance, to a district office — and most Odia cultural institutions have no idea the process is open to them.
The Cuttack District Culture Council has published the guidelines and application form for cultural participation in Historic Balijatra Kataka-2026. This guide sets out what the official documents say, what they require, and what will get an application thrown out.
This is not an official page. It is an independent summary of publicly issued documents, published to make them easier to read. It is not the application itself and we are not the organisers. Download the authoritative form and guidelines from kataka.odisha.gov.in and confirm every detail with the District Culture Office before applying.
The Deadline
Completed applications must reach the office on or before 20 October 2026.
That is roughly five weeks before Kartika Purnima, which falls on 24 November 2026. Troupes that wait for the festival buzz to begin have already missed it by a month.
Download the official documents
The notice was published by the Kataka District Administration on 21 September 2026 and closes on 20 October 2026. Always download the current files from the district website rather than from a copy held elsewhere — a revised or corrected form issued later will appear there first.

Who Is Eligible
The guidelines set a firm institutional bar. This is not open to individual performers applying in their own name.
- The applicant must be an institution registered under the Society Registration Act, XXI of 1860.
- The institution should have participated in nationally and internationally reputed cultural programmes or events.
- A duly signed true copy of the Registration Certificate, signed by an authorised office bearer, must be enclosed. The application form additionally specifies a self-attested photocopy.
- The institution must hold a bank account in its own name, with the IFSC code supplied.
On selection, the guidelines state that preference is given to troupes on the strength of their previously performed international, national and State-level programmes. The form asks for the best performances of the last five years, so this is the section to take seriously rather than fill in casually.
Troupe Rules and Performance Limits
These are the constraints most likely to disqualify an otherwise strong application, because they are fixed numbers rather than matters of judgement.
| Minimum artists | 10 |
| Maximum artists | 25 |
| Minimum age of artists | Above 15 years |
| Dance performance duration | Maximum 20 minutes |
| Music, Geetinatya, Bhajan and similar | Up to a maximum of 45 minutes / 1 hour, subject to committee approval, and may be reduced as the committee sees fit |
| Performances per institution | One only |
The age rule appears in both documents. The form notes it as a minimum age limit of fifteen years, with an exemption indicated for sponsored troupes; the guidelines state the age must be above fifteen. Where the two readings differ, assume the stricter one and confirm with the office.
Note also the one chance rule. An institution gets a single slot in the cultural programme, so the item submitted should be the troupe’s strongest work, not its longest.
What Will Get an Application Rejected
The documents are unusually direct about this.
- Incomplete applications will not be considered. There is no stated cure period and no indication that missing documents can be supplied later.
- Obscene dance or music programmes will not be permitted.
- Programmes that disrespect the National Flag song or anthem will not be permitted.
- The declaration on the form states that if any information or document submitted is found to be false, incorrect or misleading, the competent authority may reject or cancel the application or the empanelment and take further action under the applicable rules.
The Application Form, Item by Item
The form runs to fourteen numbered items plus a signed declaration. Assemble all of it before you start filling anything in.
| 1 | Name of the organisation |
| 2 | Complete postal address with PIN code |
| 3 | Telephone and mobile numbers |
| 4 | Email address |
| 5 | Date of establishment |
| 6 | Registration number with year of registration — self-attested copy of the registration certificate attached |
| 7 | Name of the bank |
| 8 | Bank account number of the organisation with IFSC code |
| 9 | Bank details (the printed form repeats the bank name field here; complete it as printed) |
| 10 | Item or items to be performed at Baliyatra Festival 2026 |
| 11 | Duration of the performance |
| 12 | Total number of artists, split male and female, with the date of birth of every participant |
| 13 | Important national or international participation — best performances of the last five years |
| 14 | CD, DVD or YouTube link supporting the performances |
| — | Declaration, place, date, applicant’s full signature, designation with seal |
Two items deserve particular attention.
Item 12 asks for a date of birth for every single participant, not a headcount. For a 25-member troupe that is 25 dates, and it is how the age rule is enforced. Prepare this as a clean annexure rather than cramming it into the form.
Item 14 is the one most likely to be treated as optional and should not be. A working YouTube link is the easiest route and removes any risk of a disc failing to play. Upload the performance as unlisted if you would rather not make it public, test the link from a different device, and make sure it stays live through the selection period.
Payment
Selected institutions are paid a remuneration or honorarium at the rate approved by the committee. Payment is made online through RTGS or NEFT.
This is why the bank account must be in the institution’s name with the IFSC code — a personal account in a secretary’s name will not serve, and a wrong IFSC will delay payment after the festival is over and everyone has gone home.

What You Are Applying To
It is worth knowing the size of the stage. Bali Yatra’s cultural programming runs free and open-air on the Mahanadi riverbed, anchored by the Ganakabi Baishnaba Pani Manch, named for the great Odia folk poet and jatra dramatist. Recent editions have run a second contemporary stage in parallel, with programming extended toward 11:00 PM.
The traditions that rotate through the schedule include Odissi, Gotipua, Mayurbhanj Chhau, Sambalpuri and Dalkhai, Ranapa, Ghumura, Sankha and Paika. Audiences on peak evenings run to lakhs of people across a fair that has covered as much as 100 acres in its largest edition.

Frequently Asked Questions
1. What is the last date to apply for the Bali Yatra 2026 cultural programme? Completed applications must be submitted on or before 20 October 2026, either in person at the Office of the District Culture Officer, Kataka, or by email to dco.ctc@gov.in. Incomplete applications are not considered.
2. Can an individual artist apply to perform at Bali Yatra? No. The guidelines require the applicant to be an institution registered under the Society Registration Act, XXI of 1860, with a signed true copy of its registration certificate enclosed and a bank account in the institution’s name. Individual performers participate through a registered institution.
3. How many artists can a troupe bring? Between 10 and 25. Every participating artist must be above fifteen years of age, and the form requires the date of birth of each participant to be listed.
4. How long can a Bali Yatra performance be? Dance performances are limited to a maximum of 20 minutes. Musical programmes such as Geetinatya and Bhajan may be extended up to a maximum of 45 minutes or one hour with the approval of the committee, or reduced as the committee considers appropriate.
5. Do selected troupes get paid? Yes. Selected institutions receive a remuneration or honorarium at the rate approved by the committee, paid online through RTGS or NEFT. This is why the application requires a bank account in the institution’s name together with its IFSC code.
