Kataka Bali Jatra is an independent publication. We are not affiliated with, appointed by, endorsed by or connected to:
- The Cuttack Municipal Corporation
- The Cuttack District Administration
- The Commissionerate of Police, Bhubaneswar–Cuttack
- The Odisha Rural Development and Marketing Society (ORMAS)
- The Department of Tourism or any department of the Government of Odisha
- Any organiser, contractor, stallholder or vendor associated with the Bali Yatra fair
We report on the festival. We do not organise it, allot stalls, issue permits, set timings or manage traffic, and we cannot intervene with those who do. For anything official — stall allotment, permissions, formal dates, traffic notifications — contact the relevant authority directly.
Time-sensitive information changes every year
This is the most important caution on the page. A large part of what we publish has a shelf life of roughly one festival season:
- Dates. Bali Yatra opens on Kartika Purnima, which moves with the lunar calendar. The closing date is set by the district administration and is often extended.
- Ground layout and acreage. The area allotted, the split between the Upper and Lower grounds, and the arrangement of zones are re-drawn each year.
- Parking and traffic. Designated parking grounds, approach routes, blocking points, shuttle routes and restriction timings are re-issued annually by the Commissionerate Police. Last year’s plan is not this year’s plan.
- Prices, fees and timings. Food prices, parking charges, museum hours and entry fees change without notice.
Where we describe such details, we are describing the pattern of recent editions to help you plan. Always verify against the current year’s official advisory before you travel. We are not liable for inconvenience, expense or loss arising from arrangements that have since changed.
Accuracy and errors
We research carefully, verify factual claims against primary and official sources where they exist, and flag matters that are historically disputed rather than presenting one version as settled. Even so, we make no warranty that the content on this site is complete, current or free from error.
Historical, archaeological and folkloric material in particular reflects the state of published scholarship, which is itself contested in places and subject to revision. Where sources disagree, we say so.

- Food. Our writing about street food is descriptive and cultural, not a safety certification. We do not inspect stalls, verify licences or endorse any vendor. Eating street food carries inherent risk. Consider your own health, allergies and tolerance, and take your own precautions.
- Travel and crowds. Bali Yatra draws very large crowds. Any guidance we give about timings, routes or crowd levels is general observation, not a safety assurance. You are responsible for your own safety and that of anyone in your care, and for following the instructions of police and event staff on the ground.
- Accessibility. Our notes on accessibility describe conditions as reported in recent editions. Ground conditions vary. Anyone with mobility needs should make independent enquiries before travelling.
- Purchases. Guidance on identifying handloom, craft authenticity or fair pricing is offered in good faith and is not a guarantee of any item’s provenance, quality or value.
